I took the liberty of omitting your piskei halachah and pontification. I will answer your question, which is what this siute is for.

The Rav in quesiton is not merely saying "I cannot find a heter for all possible cases that you, as an ignoramus, may mistakenly apply my heter for." He is saying, besides that, that "I see no heter for the specific case that you asked about." And that is nothing but a plain lie. Nowhere does it say the Rav has to change his language to make his psak into a Milsa D'Misparshe Bsheni Anpin or some ambiguous language so as not to lie. He is allowed to say that there is no heter for the specific case asked, even though there is.

And the difference between changing a Halachah and changing the situation is clear and needs no lengthy explanation: It doesnt say anywhere that "paskening" wrong is yehoreg val yaavor - it says chainging what the Torah says, is. So if lets say I know you are going to use your milchig pot to cook your meatballs, because you dont care about the laws of basar b'cholov. I would be allowed to stop you from doing so by saying that the pot was used to cook pork, but I would not be allowed to say for instance that theres a halachah lmoshe misinai that copper pots are prohibited to use. In the second case, I am making ua new halachah; in the first case I am not.

I have heard that all Sheitels are now OK from my Rov and everybody! is supposes to know. Why has frumteens been so slow on this.

Yes, but not for the reason given. The reason given for the heter is that it has been discovered that the hair (or at least enough of it) does not actually end up in Sheitels - not that there is no A'Z.

If you mean to say that the "rove" shaitles are not made from temple hair, that is nothing new. It was (a) discussed above, (b) rejected by Rav Elyashev in his letter to Rabbi Belsky, and also when he spoke to Rav Feivel Cohen.

This is nothing new - no new discovery and no new issue. Nothing has changed.
